As we can clearly see, the Metropolitan along with his assigned and appointed puppets continue in their attempt to exclude participation, eliminate open parish council elections and move to divide and conquer.  The citing of UPR when it suits and ignoring when it does not is an action beneath the dignity of any cleric.
